also when a seller signs up with paypal, they agree to NOT charge a buyer the fee. If a seller is charging an extra fee for paypal, they are violating their agreement with paypal. If a seller suggests that you as a buyer should use the personal option, since there is no charge, instead of the purchase option, you as a buyer should be aware that if something happens, you will not be covered. You will not get a refund through paypal. Further below is a response that was received by someone who inquired about the consequences for a buyer when the personal option is used...


After reading the response below, I would suggest that as a buyer you decline to pay a paypal fee or allow the transaction to be put through the personal option. As a seller, you have agree to Not charge a buyer a fee and doing so can cause you to lose your paypal privileges. Also it is not right to use the paypal service when selling items and cheat them out of the fee. It is a service they are providing. Yes, it used to be free up to a certain amount, but it isn't anymore. I understand that maybe you weren't aware of this, ( I also was previously unaware), but being made aware, you are now responsible for doing the right thing.

for a service, such as music downloads.

* Transactions that are commerce related through a checkout or
general purchase flow.
* Purchases may require tax, item information, or postage and
packaging charges.

Personal payments are not intended for the purchase of goods or services
from sellers and therefore cannot be disputed.

Fees being assessed for the purchase of goods or services should be
shouldered by the seller. The sellers should not have you pay for the
fees they are incurring.
