The wording was confusing to me too. Especially since I am really new to this. Maybe the seller was not trying to skirt the rules just was not clear and thought it was okay. One's that feel that strongly could tell the seller you do not feel comfortable with that, see if they will pay the fee, and if not then offer to pay it yourself. Just a suggestion that might cause the seller to think and change their mind.
