years ago in Japan. :) If they won't listen and don't appreciate the need for it, you may try the Chaplain's office or Army Family services (whatever it's called--I don't know the formal name). You don't really NEED their approval or sponsorship, but it definitely helps get the word out to get it started, and especially with the base papers some won't allow you to advertise without official "sponsorship" of some sort.
