A black person can still be European-American if they were born in Europe and migrated to the United States. My friend Yasmeen has lineage in Ghana, yet she was born in ENgland and currently resides in Maryland. So does that make her "European-American" based on your definition?
If the word "Negro" is so offensive, then maybe you can convince The United Negro College Fund to change their name into something more PC for your taste. The last time I checked, census forms still use Caucasian to determine what one's ethnic background is. Your attempt at being PC is akin to a wet dishrag.
