dictates content, funding, recipients etc. Nevermind that children miss out on a MORE subjective or impartial treatment. This is not to say there is perfection in the "federal program" however, just that it isn't rife with local petty disagreements and lack of adequate resources. Guess what the colleges would do? Reject Reject Reject certain recipients of local public educational institutions or maybe an entire state because of the gross lax of educational excellence. Now that is suppose to bring continuity and fairness to the system? Not!
