Sounds about right. Money goes in and then it goes out, but this time, the amount accumulated is spread out equally and education is not dependent on the poverty or wealth of a local community for funding.

Also, there is the problem of culture or values .... which was depicted in Norman Rockwell's picture, as I posted above. At the time, it was considered a sin to engage in interracial dating; often preached in the pulpit. The mindset of the time also included rejection of any interracial marriage or a mix of Protestent, Catholic religions or Jewish etc. "Marry your own kind" was the common colloquy of the day. Talk about xenophobia to the nth degree?
