Personally, I don't think that should be possible, no matter what party is presenting a bill, or who wants to add what to it... if it isn't directly related to the bill, it should not be able to be added. The argument is that nothing would get done if they didn't allow it, but I would argue that a lot of stuff that *shouldn't* get done, does because of it.
