This of course is just by memory, and I don't have time to dig up the actual comments now, but I will later. That is the way I understood it anyway. Isn't that like an oxymoron.

Would that mean that maybe the Reps were trying to do something about it?
What about the panic when G W was supposedly trying to redefine Birth Control. Hmm. Maybe the Dems just won't let it happen.
