Subject:         help w/math

My son is 10yo, and in the 4th grade. When we began hsing him he did well in math but each year seems to get slower and slower at it. I am realizing that he does not really have all the facts in his head and it is causing him much trouble. So my question is, should I stop where we are and go thru some rote memorization of the facts, (addition, subtraction, multiplication), and then pick back up where we were or is there a way to practice that while continuing on? I guess the part that frustrates me the most is that he seems to know most of them, but there are those that he does not and it causes trouble. Any advice or suggestions would be so greatly appreciated. I am not sure exactly how to proceed at this point. Just and FYI we use Rod & Staff for school.
