if it is not her own child, she is not homeschooling, she is running a school, and she must get accredited through the BOE. if she is a teacher she probably can do this, but she better check state laws. The current laws on homeschooling were meant to allow parents to teach their kids, but freelancers basically running a private school come under laws applicable to all other private schools.
