Have ADHD and LD been ruled out? If not, might want to get them tested. "unmotivated" often masks real learning problems in otherwise bright kids.

If that is not the problem, motivation is going to be external for them. They aren't going to like schoolwork for its own sake, period. So tie getting the work done to rewards. And I'd put it to them that whether they LIKE schoolwork is irrelevant; they ahve to get a qualification for a decent job to earn a living in this world, or the only place for them to go is the prison system. That's it. SO they do some work they don't necessarily like, in order to get a job they will (hopefully) like much better. Start doign some career investigation with them. Having a clear goal to work toward will help a lot. Your local community college should have career planning materials for young people. Use their school work in the process of helpign them start a small business for themselves. Have them go talk to college admissions folks about what they will need to do to make the grade, if they go to college. Have them shadow other adults at work. Presumably their older siblings are working. Can the older sibs help out here?
