Not sure if this would fit all of your requirements, but some. We are doing My Father's World for 9th grade this year, and it is (or can be) very student-led, with checklists for what to do each day. It also has some hands-on to mix it up a bit, such as a timeline and some options for projects, etc. You might check it out, anyways. The 8th grader could do a year of geography with Exploring Countries and Cultures, which is a good prep for high school.
