Have you considered allowing open book? Many schools approve of open book, including American School, Keystone, etc. When my kids answer a question on their own without looking back into the book, I have them mark that answer with an asterick... giving them a little extra credit for answering on their own. My daughter did mostly open book all through highschool and is top of her class in college.
