The county does not issue diplomas to home schooled students. The parents issue the diploma. The parents also make the transcript. Colleges want to see transcripts not diplomas. The county will only issue a diploma or transcript if the student is in the public school. There are some websites where the parent can order the diploma or get help in writing up the transcript.
