You might try the Illinois Virtual School. Do a google search on the terms "virtual school illinois" and it should direct you to a link. This is probably your best bet - they even had some info for homeschoolers on the page I looked at.
Many states now have online/distance education/virtual school courses and they are pretty much designed to be free or reasonably priced for their own state residents.
For example, here in Florida we have the Florida Virtual School -- free to Florida residents, but out of state students pay $375 per semester ($750 for a year-long course). In Florida, there is pretty much a rolling admission so your student can enroll whenever they have openings. I don't know how other states do that. Algebra II is a full year long course, but at the Florida Virtual School, students can work as fast as they want, so getting through a year-long course over the summer is do-able.
If your son is gifted and you have the money, Stanford University offers their version of Algebra II (called Intermediate Mathematics) through their Education Program for Gifted Youth (cost is about $500). I think Johns Hopkins also offers something similar through their Center for Talented Youth (but it is at least as expensive as EPGY, and might be more). Northwestern also offers distance education courses for gifted kids, and again, there is considerable expense involved.
So...there are lots of options - and if you are like me, probably money is a huge consideration.
