It's really rare that we need one of our dc to drive independently at age 16, so we keep the learner's permit as long as possible.

Our insurance also does not charge anything as long as they have the learner's permit - only when they get their actual license. And with boys especially those youthful driver rates are quite high!! And my insurance company told me boys stay in that category until they are 25 or get married.

As long as they are getting a lot of driving hours I think they are getting enough experience with an adult in the car with the learner's permit as with them as driving alone.
