Subject:         count credits or state req. hours?

I know I am missing something here. . .In my state, it is required that homeschoolers " attend school" 1050 hrs. My question is this: if I determine that my son(9th grader) needs 22 credits to graduate(public school's number too) and he takes 5.5-6 credits per year and 1 credit = 120 hrs(per Carnegie), how do I make that jive with the state's requirement of hours? They require way more than the public school does in terms of # of credits needed to graduate (22). The 1050 hrs avgs to 175 6hr days. That works fine with my 4th grader. But this credit hr business is driving me crazy. I have read every single bit of Barb Shelton's Sr High Form-U-La and still can't get it thru my thick skull. I must be missing something very elementary. Should I use a form to record every thing he does in every subject? Should I have him record how long he spends doing each and every subject? I want to be able to give him credit for field trips to museums and such too. Please, I welcome any and all help!
