I don't think colleges care so much about high school credits as "credits". Proof of that is that they don't accept a high school transcript for dual enrollment or AP scores for college credit.

My guess is that colleges want a transcript as an official confirmation about the coursework of a student and his/her grades. That way they can verfiy the truth of the information the student lists on his application.
