In your case, I don't think I'd go the GED route. Instead, with only 3 courses to go, I think he would have more options open to him to actually "finish".
English: Is he a strong student in this area? If so, why not look into taking the English with Essay CLEP test? That will award 3-6 college credits which can easily count as 1 high school Carnegie credit. (Each college level course taken counts as a full high school credit.) If you wanted a bit more, you could have him write up his missions trips or do a PowerPoint presentation upon his return. Both my sons have done this and it has been a highlight of their hs years.
Government: I haven't used it yet, but have heard great things about Notgrass' program. It is self-directed and easily laid out. He could finish it at a quick pace and be done. As a "real-life application", have him research the governments of the countries he will travel to on his missions trips. What are their positives and negatives? How do they compare with the American system? Ect. You could do some of this with Economics as well.
Economics: Depends on how in depth you want to go. Check out Rainbow Resource for a list of various programs, texts, and other materials. You could have him do a series of LifePacs, read a couple of books on the subject, or choose a fuller curriculum.
Don't forget to give him credit for his missions trips when you make his transcript. My kids read lots of books on their countries, kept up on current news items and issues happening there, checked the internet for lots of related articles of interest, studied the culture and even learned some of the language.
