As a foster parent I have experienced too many times when children should not have been returned/ or given to birh parents and were. These children need a loving caring family but the system is all about reuniting the families no matter what, even when it isn't best for the child. When they come back into the system, which MANY do, they have gone through much to much in their little lives. Many of them have had their childhood stolen from them which brings on problems. In our area I do give CPS credit in that they are REALLY good about informing. You don't take a child for adoption without going through what they call a "telling". This is where they inform you about everything they know regarding the child. This inludes the ones you have had since birth. As the poster before me stated don't believe all that you hear regarding these children. The system needs to be revamped and birth parents need to loose their rights a lot sooner than they do. Just my 2 cents worth.
