sometimes people have love/time/energy to give, but not enough to deal with the often extreme problems older kids have by the time they are released for adoption in the US. And people able to have their own kids or already having their own kids don't rate high for the reletively few US infants needing a family compared with people unable to have their own. Some people thinking giving what they can is better than either trying what they know they can't do or not giving at all.
