Subject:	My Betta Is Sick- Need Help!

I got a betta for my birthday about 3 months ago, but slowly, i've noticed he isnt the same. I clean the small tank every week and use the purifying chemicals. I dont over feed him either.
But now:
-He hangs at the top of the tank, like he's breathing our air and doesnt swim around.
-He has bumps on his side, back, and i think there are some under his fins. (the scales dont pertrude)
He has odd colorizations near his head.
Does this sound like a bacteria infection maybe?
I dont know what to do! I debating to go to the Pets Mart i got him from since they arent that "helpful" when giving good information....
PLEASE help! :)
