Dogs will mark for a few reasons:

1. "mine" -- it would be helpful to know WHERE he is marking. On a bed? on some "thing" that belongs to someone? Even near or "on" a person sometimes.

This can get really complicated -- the other dog whiz's on a thing to make it perfectly "clear" to the other dog THIS IS MINE. (MY human sleeps here, MY place to lie, MY room -- maybe you laid her last time but I beatcha to it this time "MINE"!!)

Dogs don't get jealous -- but they will make it clear to each other whose is what!

2. Opportunity ... this is what I did before and I got away with it so it MUST be fine!!

The dog may merely be picking up scent from an old place where some other wet or pooped. Particularly if it is out of sight of the human at the time.

In likelihood she needs to leash her own dog TO her just to create a situation where he can't screw up.

Because if HER dog is going to another room, wetting or pooping and then SHE doesn't find it til later? That's her fault -- and the dog, who got away with it ... just plain catalogs that as a perfectly acceptable place TO go becuase no one cared at the time. The fact that the owner may find it LATER and be displeased? Typically that just makes the dog feel like she's mad at him AT THAT MOMENT ... the fact that she doesn't like where he PUT his waste never occurs to him

It's likely 1 or 2. If the dog is deliberately wetting IN FRONT OF HER he's likely marking and may actually be claiming your friend AS his territory.

If the dog is sneaking to the other room to mark/elminate in secret? Then she's not taking good enough care to ensure he CAN'T screw up.
