It's not jealousy -- that's just not a dog emotion.
Is he neutered? He is VERY likely marking his territory simply because another dog is around. That IS a dog thing to do.
Honestly -- it's not fair to you to have her hold YOU accountable for the fact that HER dog is not as housetrained as she assumed he was.
He's marking -- and she simply needs to handle that because he'd do the same thing if it were any other dog. It's a male thing to do -- particularly if he's not neutered.
