Tiny steps but be consistent. The more consistent you are the easier it is for him (because he knows what to expect).
Probably the first thing is for you to watch that you don't 'coddle' him. In other words - if you say "oh baby it's ok!!!!" you are actually reinforcing his fear.
Don't LET him urn away. If this dog doesn't have a reliable recall - then he needs to be ON LEASH absolutely every minute he is with you. (even in the house). Letting him run only feeds his fear. But if you have him on leash, and he reacts to something you first say "Sit" - and then you reward him for that behavior (you can start with treats, but even a scratch on the neck and a heartfelt "good Boy!" can be wonderful.
Don't feel that you have to "give him his freedom, poor thing". NO. That "freedom" is a prison to him right now because he's alone and scared in it.
