They *do* use pred, particularly in unusual situations (like a young sheltie). But ALL the big NSAIDS are really hard on the liver and stomach, and the prednisone is going to be hard on the kidneys (and this IS a sheltie).

Don't cut it down yet -- let it "do" what it needs to do but I would wean off probably more aggressively than the vet said (take as long as the vet said but diminish the doses a bit more -- I can tell you what I'd do in email).

I like Knox NutraJoint a whole lot for arthritis (I use it for ME as well). Drugstore.com has it and if you get two containers of it (without glucosamine/condroitin and with NO sweetener) I think they do free shipping at that amount.
