I'd sooner get her boots and a shirt. Winter happens ... and the problem with paper is eventually it really takes its toll on the house, and it makes it darned near impossible to travel with them.
You could, honestly get one of those indoor turf trays
If you decide TO do paper, then take the paper outside with you when you possibly can. The only way I'd consider it is if I were living on the 25th floor of a 26 floor apartment building. We're in Florida and mine HATE it when it's cold and wet (and it's WET here a ***WHOLE LOT*** -- but I've lived in all kinds of climate and because we like to travel they just need to be tough.
But remember -- visits outside need to be SHORT.
Rather than stopping it entirely -- try baby socks -- and use a small ponytail elastic to hold them on her ankles. Use treats when you put them on -- and let her practice with them inside too. But it will keep the snowballs out of her toes and can make it easier.
