You know there are several antihistamines you can try -- Tavist works REALLY well on dogs --email me if you will and I'll look up the dose for you.
Do you wipe off her paws when she comes in from outside? That sounds dumb but it eally helps -- just use baby wipes if you want to.
Using a rinse of plain black tea can also help a great deal with paw-licking. It's a pain but the tannic acid truly helps.
Then there is a whole other realm of homeopathics -- I'm using homoeopathy on Billy and it works better than anything else. If you'll email me your zip code I will try and help you find a homoepathic vet near you.
To answer your question -- the 2 mg twice a day dose is "safe" -- but it IS hard on the kidneys a bit. Homeopathy isn't exactly convenient -- but it is the no-side-effects way to do it.
