That many dogs? That's nuts. She's probably getting free food or something. She needs to be reported -- it's just plain WRONG and it sets other dogs up to be bounced out of what SHOULD be their forever home.
Try a lick bottle for water. Get a big rabbit lick bottle (they hold like over a pint of water) and you can hang it in his crate or somewhere outside -- prime it the first time with just a tiny bit of butter or something on the spigot and he'll learn he can get water that way.
Leave him ice -- give him water in small dishes frequently. Gradually he will learn it doesn't get taken away at your house.
Consistency -- soon he will be trying his hardest to please you -- because you don't make him live in a crate ALL the time and you give him structure. It's important.
Get him into basic obedience as soon as possible -- the more you work with him and the more practice he has in obedience the better he'll like it.
But report her -- this is NOT FAIR to those dogs she's keeping. It sets them up to FAIL not to succeed in a home. A rambunctious dog of that size and breed simply adds to the "dangerous dog" statistics if they aren't well behaved -- they often don't GET a second chance.
