honestly? when you take on the responsibility for a dog sometimes you have to simply call the vet and say "I don't have much money -- but I am willing to work off a debt by cleaning cages or I will work out a payment plan but please help my dog."
MOST vets will help you. Hydrating them is important -- don't just shove a bowl in front of them. Take a small baby syringe like you'd give meds to a baby (small change at any pharmacy) and use either very very light broth or even water. Put the tip behind the canine tooth and squirt *gently* into the mouth. Hold the muzzle just lightly enough to get it in, but give them enough slack so they can work their tongue to swallow.
But DON'T withhold vet care -- try to work something out with the vet at least to get it diagnosed. KNOW what you are dealing with. It's important.
