I agree with Alison that paper training just adds one more step altho a lot of chi owners for some reason seem to think these dogs can't go 'out' when it's cold. And that's just incorrect. Often it is the OWNER who is unwilling and you do your dog a huge disservice.
I use the crate only when I'm gone or can't supervise. The rest of the time I tether them to me with a leash on my belt. (I truly don't like to see a dog spending 95% of its life in a crate to be "housetrained" and that's *NOT* what Alison is saying btw.)
But she's absolutely right that you have to catch them "in the act" and re-direct them.
Catching them does *NOT* mean screaming bloody murder "NOOOOOOOOOOOOO" and having a hissy fit. (sorry I've seen way too many of them!) What she means is catching that moment when the dog may actually begin to go and say "no!" and you reach for that leash and RUN outside (or even pick them up with a towel if that's what it takes) but GET the dog outside.
See, the point is -- a dog isn't born understanding that WE want them to go "outside". WE have to teach them.
And by letting the dog go inside sometimes and outside sometimes and on a paper *sometimes* but having accidents that we just endlessly clean up -- he is CONFUSED. He thinks it's all ok. Because he's not consistently given a different direction to take!
