It's essentially a government job -- and that tends to skew the criteria. *sigh* I tend to pick for 'diversity' when choosing references. An ex-boss, a pastor or spiritual advisor, a 'friend' and someone in 'high places' or tied to the industry.

But essentially it's in "the Rules" that you can't win at stuff like that!
