You don't say where you are, but by your words, it sounds like you are not in the US, so I'm not sure how this will translate as far as what the vet can prescribe, but honestly I would think that something like prozac (and there are SEVERAL drugs used with dogs) would be in order.
When a dog is that terrified, and the terror is becoming increasingly worse, that is flatly no kind of quality of life. Given that training virtually can't *begin* because of her all-consuming fear you likely need some sort of medication simply to help her **think** rather than react.
When a being (wheter dog, cat or human) is in that heightened state of fear ALL the time, it becomes a constant. They are never without fear. It's always close to the surface. So a medication that can tone that down a bit so they **CAN** think, it actually the start of any sort of training regimen.
Positive training works with any animal -- but you *do* have to figure out what *this* dog wants more than anything. Even if it's approval from you -- the dog has to WANT it first.
In honesty, a vet visit first is in order. You will likely have to sedate the dog to GET it to the vet and you might simply call the vet, explain the situation and ask for something to give the dog to allow you to get it in there for an exam. They'll have to draw blood, etc. in order to determine that ANY med is safe.
You will have to then begin some sort of training regiment WITH the drug -- it won't work without it.
