Are you bottle feeding them? You know tiny pups need to be fed every couple of hours round the clock? And if they are very small you have to stimulate their little bottom (I can't say the word or the 'bad words filter' will kick this out) with your finger and some olive oil or something ... a momma dog would lick them to stimulate that.

If they are trying to suckle that much they are probably hungry -- you may need to feed them more often. Any chance that the local shelter would have another female dog that they could refer you to that has pups? Sometimes a female that is lactating will continue to lactate if she has more pups to take care of.
