You have to get it on 'Moms' level to a degree -- to communicate with ANYONE you have to not only understand them a bit, but you have to WANT to resolve it.
She is gonna have to understand 'dog' a bit -- enough to not make herself an inadvertent target. "Mom when you do THAT it looks, to Charlie, like an invitation to play with a very BIG dog. You don't want to do that, right? Now ... rememeber that teacher you had that NO one wanted to cross? How did SHE stand when she was mad at the whole class?"
Relate it to her if you can. It should work.
