your new dog may not have been taught to walk on a leash. Make the dog associate it with some thing positive. Find a local dog park that is enclosed to take her too. Pick up the leash to lead to the car and go to the dog park. The leash represents" walkies" or what ever word you want to teach your dog. It took us 3 visits to the dog park and play time for our rescue to learn the leash is a good thing. Then, bit by bit, try other outings, to get the mail, to pick up the newspaper- meet the neighbours etc- etc. You can never assume anything about rescues and how they have been treated. Carry the cheapest hot dog pieces or cheese as rewards, and day by day - practise some thing- I bet you will have a dog walking on anlead in 6-8 weeks if you think positive- good luck
