I have been having the same problem with my cat. He has multiple boxes. Some with litter, some with paper and recently I got him an electric cat box that actually monitors how often he has visited it. He pees in the boxes, but continues to poop outside them. I too am at wits end. He is an older house cat who is in very good health. I too am at wits end!
