your pup is scared of outside for some reason. Something has happened at some point that makes her think of outside as a "death trap" if you will(chi's are very big drama queens). if she already pees on the pad then she knows that is acceptable behavior and it is somewhere that she is SAFE. What you should do is move the pad closer to the door you want her to use to go outside. Do this slowly over a period of weeks. If her pad is in a "spot" then thats where she will continue to pee even if you move the pad across the room, but if you move it a few inches every day then she wont notice that anything is different...eventually getting her to the door. During this whole time you should be taking her outside everyday for only a few minutes at a time...dont set her on the ground, just carry her around of get down with her with a toy, so shes not focused on what shes scared of, but the activity at hand. Maybe take her to a park or somewhere that has a lot of new smells and surroundings that she can investigate...this will take a while and during the process she will have to go to the restroom..at which time you should praise your little heart out. Eventually you will be able to take her into the back yard for breif outings at which time you will move the potty pad out there. since she knows to pee on that she will eventually get the idea that she can potty outside. more than likely she will pick a certain spot outside so keep the pad there when you are out and after a while of using the pad in that spot she will be able to go in that spot without the pad...just be understanding and let her know that you love her and are proud of her being open minded and that you can protect her from the boogy monsters outside(more than likely she was bitten by an ant or something small but still needs her parents reassuring touch). good luck with your quest for outside pottying!
