A week isn't very long for Figaro to adjust to such a big change. It sounds like he doesn't have enough of a buffer space... can you block off more space for him? Ideally the room his litter box and food/water were in before the puppy came. And ideally somewhere the puppy never gets to, so he can know that space is safe. Once he is back to normal in that space, still don't let the puppy in, but open a door and put a gate up so Figaro can see/hear the puppy in the distance and eventually come out on Figaro's own term.

Sorry, I don't know what to do about Cicero... but if he can't take commotion/change a shelter will not be good for him. Actually... has he been thoroughly vet checked? If he has an ear infection or something, that could be a reason he reacts like that to noise.
