or is it worse in damp weather or after he hasn't been moving around? I'm thinking Goldens are prone to hip dysplasia, it could be that.
If it is that, the ramp might be easier for him, but the ramp might also be strange and it might take some time and care to get him to accept it. Or if it is at all wobbly it might be really scarey to a dog that can't depend on his agility anymore.
