I'd advise a visit to the vet to rule out a urinary tract infection or other medical issue. Does she do it all the time, or only when she's been swimming? Could she be picking up some sort of bug from the water? I love to let mine swim, but I've learned to be careful after having treated them for giardia from lake water a few times!
What you describe does not sound like a behavioral issue, unless there is some other kind of "cue" - being tired or something - that triggers it.
