my best guess, because she is so submissive, is that she can tell you are not happy with her and she is trying to tell you she will do anything to make you happy. Pee and Poop and major information devices to a dog and have no bad connotations at all so she has no idea that they may be what is upsetting you.
The cold, wet grass is probably a huge factor. Even very big dogs will sometimes not go on a different surface than they are used to, then factor in how tall the grass is to her and that she dislikes it so much anyway. Can you make some kind of very flat smooth surface and put newspaper on it? Maybe a sheet of plywood or something. She will still have to adjust to the place but at least it won't be the surface too.
I would take her out very often even if she doesn't show any signs on needing to go. At least until she has adjusted to the whole outdoors idea. Chi's are such small dogs that it is hard for them to regulate their temperatures so I think that is more than that she just doesn't like it... Callie on the Canine Corner can tell you how to make easy, cheap little jackets from tshirts or sweatshirts.
I'd probably also stop picking her up for a while. I wouldn't stop cuddling her but I'd do it from beside her at least until this was worked out.
