If this is not a new house could the previous owner have had a dog that may have marked in the house ? If so your dog is just reacting to that. Or your dog is just marking his new territory, what ever the case it will stop. He has not forgotten the rules, if the dog is only urinating then that is a good sign that this is just a territory thing. Get some 'Natures Miracle' to clean up with as well., This will destroy the the scent.
