The odds are overwhelming that the infant is not allergic to the cat. Parents are quick to blame cats for allergies but if babies grow up with cats around, it is unlikely that an allergy will develop. Plus environmental allergies don't normally develop in infancy. It's not to say that it is impossible that the baby is allergic to the cat, but it's far from the most likely possibility. It is much more likely that the baby is sensitive to something else, probably food. Food allergies can and often do cause respiratory symptoms in babies. Dry indoor air in the winter can also cause stuffy noses. Before sending the cat away, it is necessary to find out what is truly the cause of the baby's symptoms. Otherwise, they are very likely to send the cat off only to find that the situation has not changed at all.
