One of my budgies had that problem too. Does her nails seem quite long also? These are signs of a thyroid deficiency, which is fairly common in budgies -- and can be fatal without treatment. All you need is to add some iodine to her water. You have to get it from a vet though. However, I was able to order some with less strength over the internet. Just one place that I could find had stuff safe for the bird to comsume. PetSmart doesn't have it. Petco doesn't either.
