My parakeets always do the same thing to each other.
I think the reason is that the male could be a little jealous of the female. So, every time she wants to eat, maybe he wants to stop her so he can eat.
Another reason could be that he wants to take charge.Maybe, he doesn't want her to eat until he feels she should.
For any of these reasons, I have some advice. If you really think she is losing weight and getting thinner here is what you could do:
*Keep her and him in a separate cage. The male won't bother her if he can't get to her. Then when sometime passes, put them back in the same cage to see if he'll still stop her from eating.
*Another thing you could do is hand feed her. Maybe about every hour or so, take some fruits or seeds(Whatever she usually eats) and offer them to her from your hand. The male won't be able to not let her eat from you.
*Probably the easiest thing to do is to just scare him away every time he gets near her when she eats.
