Subject:	FEMALE BUDGIE IS ACTING ILL

Starting a week ago, my female budgie has been acting strange. She is puffed up most of the day and when I take her out of her cage,I can barely get her to fly.One of the times hat she isn't puffy is when she goes to eat or drink.When she does fly,if she flys for more than about 40 seconds she falls down on the floor.

Is this normal or is she ill,or lacking exercise?
