I would try using British custard powder-- Bird's is a common brand. It's easy to get in Commonwealth countries like Canada, Oz, NZ, SA, etc. A Brit ex-pat store or a gourmet store might have it in the US.

In a plain custard recipe, you use about 1 T. custard powder per cup of milk-- you might nee less in a semolina custard.
